I just built a new gaming PC with a GTX 1080ti, i7 7700k, 16gb 2400 ram etc. My GPU is slightly overclocked and my cpu is overclocked to 4.6 and almost every game I play the CPU is at 70-100 usage and gpu is around 50-70 usage. Frames are kinda low and temps are fine. Could it be a bottleneck somewhere?

Solution
Ram speed shouldn't effect gpu usage, faster ram could give you higher fps if memory bandwidth is the bottleneck, but that's not going to happen often at 1440p. At that point you're mostly gpu bound, even with a 1080ti and ram speed isnt going to make a difference, unless you are playing really, really undemanding games getting hundreds of fps, then gpu usage might be low, because your cpu bound, but again ram speed isnt going to effect gpu usage at that point. You also shouldn't need to oc the 7700k to get 100% gpu usage. I entered this thread originally because I am having issues with a 7700k as well.
What kind of cooling do you have for the CPU? It could be a thermal throttling. Also, when you overclock it's sideways better to have faster RAM because that in turn makes the CPU faster. But your RAM is more or less fine at that speed. Check your temps under max load. And also share what you're cooling solution is.

Most all of those games are CPU intensive. Try lowering some key settings like shadows and multisampling for AF etc. some of those settings do absolutely nothing when maxed out vs high to very high. At least not what you can perceive with current viewing technology.

Fps is pretty good across the board however slightly less than other benchmarks on similar systems in rust I have been noticing that once I go to a certain area my gpu usages drops to about 50 percent and cpu drops as well and I will lose 40 fps and it will take a few seconds when I get back to an area where I had good frames previously but I think that might just be the game.

Your ram is pretty slow. You may want to overclock it. Try putting the cpu back at standard speed and see if it is any slower. As of now the 7700K is the fastest gaming machine. You may want to consider getting a top quality air or water cooler and going for a solid 5+GHz on all cores. But only if it is noticably slower at a lower clock.

Yes, I am pretty much at the bottom of the well in ideas. he should be at 100% in something, if not it is his monitor, or graphics card overheating or something not right.

I think we might be getting off topic here. The original question pertained to the fact that the OP is experiencing high percentages of usage on all cores in the CPU and feels that that shouldn't be, but in games like the ones the OP is playing with maxed out settings at 1440p with a clock of 4.6Ghz it doesn't matter how fairly new the chip is on the market. With those games when you max out the graphics you are going to see very high usage on the CPU because those games were pretty much designed to bring systems to their knees and the added fact that they are more CPU bound than GPU bound that is why you are seeing high percentages. If you want there to be more wiggle room on your CPU you need to either push the OC to 4.9/5.0Ghz and push the ram up to go with it (and of course have appropriate cooling) or lower some of the heavy hitting settings in your games such as MXAA, ambient lighting and the like.

the problem isnt his cpu usage but the low gpu usage. at 1440p even with a 1080ti you should be gpu bound the vast majority of the time, especially in games like gtav, battlefield 1, and crysis 3, and even when taxing the cpu hard should not be dipping to 50-70% gpu usage. hell at 1080p the 7700k can keep up with the 1080ti most of the time, and at 1440p an i5 should cut it, without usage dropping much.

Ok to add to this. I recently posted something about the situation. Black ops 3 brings my CPU usage to 90ish. It does fluctuate but hits in the upper 90,s often. The game at the menu is also using 10gb's of ram. Holy hell. Both my 980 it's in sli are running at 1439mhz. I didn't think that a 7700k at 5ghz would be at this high of usage. My 7700k is also delided and temps are in the low 60's while gaming. Do I have a bad chip or is black ops 3 terribly unoptimized.

So I had 2 980 ti's in sli and my CPU usage was in the upper 90's. after selling both 980 ti's and replacing them with a single 1080 ti my usage is in the low 30-40's. just my personal experience. My 7700k was/is at 5ghz.
