So the title says it. I really can't decide which is more stable and more reliable for a long run.
I'd like to avoid Bottlenecking and excessive workload put on both CPU and GPU and kinda even it out between them.
I've watched a ton of benchmarks on different sites and on Youtube, but the data in them always different and varies very highly.
Would be appreciated for a quick and full answer.
I'll provide any additional info if needed.

If the CPU is not a bottleneck, then the GPU is, no avoiding it....

Just because a GPU is not maxed out by a given processor is no...
If you already had a 7700K, I'd personally not upgrade it yet....(rings true, since I have a 7700K, and it still performs as good as did one day prior to the 8700K's release...)

If buying new, I'd go for the 8700K just to have the probable extra 3-4 years of (possible) 2 more cores' worth of potential 'futureproofing'....

I don't have 7700k, I am trying to upgrade from i7-4770. I am leaning towards I7-7700k because of all the talks about "i7-8700k would bottleneck your 1070, go for i7-7700k, etc.", but I noticed a difference in FPS in games between 7700k and 8700k so I am really confused rn.

i7-8700k obviously is better. There's no doubt about it.
You're comparing
4core/8thread 3.6Ghz base/4.2Ghz boost to
6core/12thread 3.7Ghz base/4.7Ghz boost config.

Even more - upgrade from i7-4770 to i7-7700k is not really worth to consider. Performance improvement is not that significant.

And what about bottlenecking or overloading the GPU, that's the things I want to consider when buying it.

BendyS you will always bottleneck somewere you just need too chose where GPU is easiest and best choice becouse its lot easier to replace GPU than CPU.
I know its not an option what about Ryzen 2700X it should be quite good in long run ?

I usually don't consider AMD processors but for now, I've only got those processors in option available so I need to stay in range of those two.

what range Price or Performance?. Tell us what will you use PC

Just because a GPU is not maxed out by a given processor is no reason to choose a weaker one. At least with the 8700K, you can choose another GPU in 2 years, and be 'right there' performance-wise...

Ok, so I'll probably have to buy a new GPU soon and this is very handy because Nvidia (by the rumors) gonna release new series of GTX Graphics Card.
We'll see how I7-8700k goes, if it's gonna suck I still can exchange it to I7-7700k.

So big thanks to everybody, the question is closed.

You honestly should wait to upgrade, you won't see any real benefits to going with 7700k or 8700k. Your current cpu is a good match with the 1070 and any cpu upgrade you go with will not provide any appreciable difference. I would personally wait till the next gen cpu's and gpu's come out, save your money until then right now your system is excellent for current AAA games @1080p. Good luck
