So I just installed my new i7 7700k and cooler, and when im gaming, the temps peaked at around 70c. I did not overclock it, it is all auto settings. Are these temps too high? I tried re installing the cooler but it didn't doo much except fixed the problem where my PC would randomly restart. I'm thinking it's either my case which is a Cougar Solution or something (like 40 bucks) or my PSU (430w Seasonic) can't handle the upgrade. Any thoughts?

Temps go up pretty drastically from 3.6 GHz turbo...

70 is just fine, it is normal and it is still pretty far from the max cpu temperature limit. its a powerful cpu and you pair it with budget cooler, so the thermal result would not be insanely good but enough to handle it, also intel TIM is pretty bad, so that also quite the reason why the cpu thermal werent that much good. thermal paste you use and the appliance also affect result

But the stock cooler for the i5 6500 cooled that better

doesn't matter.

nothing wrong with 70c under max load.
well in range of good temperature.

Just wondering because the max temps I got on the 6500 was like 60-65c. Temps just now got up to 74c btw, should I be concerned?

Temps go up pretty drastically from 3.6 GHz turbo to 4.5 GHz....; short of installing a monster sink like a Noctua NH-D15, you are fairly lucky with the temps you have on that cooler.
