i7 8086k Goes from 4% usage to 100% usage constantly.

So I got this CPU about 3 weeks ago and it's been doing this ever since. Other than it making Task manager essentially useless, there aren't any performance issues with it. The only other hardware change was upgrading from a Z270 to a Z370 which has deactivated windows which might have something to do with it. This only happens with Task manager, in other programs like Procexp64 it looks normal.

If you already have a Microsoft account then all you have to do is link this install to it. First though you need to, as others here have said reinstall Windows. don't forget to pick up the latest drivers from the motherboard vendor.


You can get a legitimate copy of Windows 10 from Microsoft. It is however up to you to link it to your account. You will need to chose the version you are using during the installation. Here is the link. https://www.microsoft.com/en-us/software-download/windows10
Number 1 as above comments, was this a fresh install? number 2, the 8700K or 8086K will jump frequencies constantly and this movement tends to be normal as there are a lot of background process that kick of all the time...though if you are saying this is a constant thing with 4 to 100% usage then you might well have a problem.
 
After upgrading, I didn't reinstall windows. I tried calling Microsoft for them to reactivate, but they wouldn't put me through to a real person, and I don't want to rebuy it. The computer came with Windows already installed, and logging into my Microsoft account shows no devices connected to it. I'm not paying 200$ for Windows.
 


an but a fully legit Windows 10 Pro key instantly from ebay for less than $10...Over the past year I have bought 3 with no issues whatsoever....
