So im building a pc for a friend and will a i7 8700 and nividia gtx 1070 32 gb ddr4 3200 mhz ram be enough for smooth vr and gaming like fortnite, overwatch Ect

Should be fine for all those uses. Why so much RAM, though? That's more than will be used for gaming. Could save a little there, and get even better CPU/GPU.

What exact model PSU is that 650 watt?
16GB RAM is enough for virtually all gaming situations. The CPU you have chosen is perfectly fine. If you save enough on the RAM you could get a 1070 Ti, but if you don't save that much I'd get a bigger SSD (or an SSD in the first place.)
