i7 8700k 4.6ghz OC @ 1.35v ?

Im very disappointed in my i7 8700k. I'm only able to overclock to 4.6ghz before the voltage gets above 1.4v. Max temps while gaming is around 40-65 degrees Celsius (reaches 80 during rendering) Would a better cooler help with overclocking or am I limited to 4.6ghz ?
Motherboard: Asus z370 Prime P
My cooler right now is a CoolerMaster 212 I believe but I am thinking of upgrading to the Corsair h100i v2 liquid cooling.
Would better cooling help with higher overclocks and reducing voltage?

Are you looking at the vcore or the vid? The vid wont be affected by any changes, since this values are precoded and irrelevant when changing the vcore. You have to use programs like hwmonitor or cpu-z to get the correct readings.
The vcore is the voltage you are interested in.
I'd turn off the Adaptive option in the BIOS and manually set the voltage to 1.30-1.35 (probably overkill for 4.6GHz but at least it won't be running off up to 4.5v).
Unless you invest in a high end custom water loop getting your voltage under control will probably get you better temps than buying a new AIO cooler (although every little helps).

I have it set to manual, and when I set it to 1.300v or 1.350v it still goes up into 1.38v-1.41v+.
I just tried 4.7ghz to see what would happen and on idle im getting 1.44v at some points
Is my chip just that bad?

omg lol yes I have been. Thank you. Now running at 4.8ghz @ 1.35v stable.
