I7 8700k fluctuating

I recently got my i7-8700k and when I try overclocking it with a Asus Roy strix z370e motherboard the speed keeps dropping and highering I don’t know what to do. It’s going from 4.1 ghz to 2ghz like every second

Might be your Windows power settings, those can dictate what your minimum processor speed is. The 8700k has a Turboboost feature that allows up to 4.7GHz on a single core by default, with an all core Turbo of 4.3GHz. This causes the CPU to run hot as it will exceed the 95 Watt TDP under heavy loads when doing this. I would recommend getting a better CPU cooler especially if you plan on overclocking.
Your clockspeed is supposed to fluctuate under low load conditions. Now if you are getting these drops during a stress test then that means you are throttling for some reason. High CPU temperatures would be one cause, are you monitoring those? Would also help to know what CPU cooler you have. The 8700k runs hot, and if you've just stuck on an old Intel stock cooler you had lying around, then you will run into throttling even at stock speeds.
 
I have a stock cooler but my hard drive was corrupted and when I reset it and fixed it it’s now saying that my cpu is running at 0.97 ghz at certain times then jumping to 4.6 I don’t understand if it’s because my computer is brand new or if I need to change a setting in bios

Solution
Hdd won't cause CPU to fluctuate, rather the OS thats on it if it were power plans as said. But even then, this issue doesn't sound like a power plan issue as id imagine it'll still be set to default -balance.

Check your CPU temps as suggested using HWinfo.
