[SOLVED] i7 8700k + gtx 1080ti underperforming

So, my build is :-
i7 8700k (currently @ 3.7 ghz)
gtx 1080ti strix
CORSAIR Vengeance RGB 16GB DDR4 3000MHz
ASRock Z370 Gaming K6
Western Digital 120GB Green SSD
WD Blue 1TB 7200 RPM
EVGA SuperNOVA G1 650W

I bought a used gtx 1080 ti instead of gtx 1060 which i used for 1 year.
but I am disappointed as my 1060 was more stable and rarely i get fps drops with it
while the 1080ti cant reach its 100 gpu usage + its not stable at all.

Solutions I tried:
turned off the turbo boost and fix the speed at 3.7 ghz so i can get normal temps under 80 C
raise the power limit to 120%
power plan= ultimate performance
underclock gpu
overclock gpu


Temps:- 81 max for cpu ,,,, 82 max for gpu

What sort of cooler are you using with that, and do you see those temperatures in actual games, or just some stress test? Locking it to 3.7GHz is going to hurt that processor's performance, as even at stock settings it should normally boost to between 4.7 and 4.3GHz depending on how many cores are loaded, provided the CPU has adequate cooling.

Also, what resolution are you gaming at? Even in most graphically demanding titles, if you are only running them at 1080p, they are unlikely to push a high-end graphics card like that to full load, as they will tend to run into the performance limitations of the CPU first. Lowering the processor's performance by underclocking it to 3.7GHz will only limit performance more.

So, am using the cooler master hyper 212
Am watching the temps through HWmonitor
Am playing on 1080p and to be honest my main problem is the drops and instability of the fps
***in user benchmark it shows me that the gpu is performing as expected
**Just am curious if my 650w is enough for overclocking the cpu and gpu if i got a liquid cooler
