[SOLVED] I7 8700k idle 87C Liquid cooled

I received a pre-build pc for my birthday 2 years ago. A few weeks ago one of the fans began making strange noises, culminating in a ridiculously loud whirring today. I used open hardware monitor to check my temps and discovered my cpu was idling at 92 C. I cleaned the case thoroughly and the idle temp went down to 77-87C.
I believe the problem is with the liquid cooler. Please let me know what I need to do and what else you need to know to help me. Please explain step by step, as I am not very knowledgeable on computers.

Yeah, that's a leak, the paste is grey. You could have applied for warranty? Almost of of the better vendor aios carry a 3+ year warranty against such, some as much as 6 years.
