GPU -- MSI 1070 OC

RAM -- 20 GB

CPU -- I5 4690K

MOTHERBOARD -- Z97 PC MATE

POSSIBLE NEW CPU -- I7 8700K

Would an I7 8700K be an upgrade to my I5 4690K? And what motherboard would pair best with the new CPU and my current setup?

Solution
An 8700K would be a big upgrade....about double the processing power of a 4690K and it will run any GPU out there unlike what you have now.
....as far as a motherboard....there are so many that would work with what you have....maybe do some research. I just bought an ASUS TUF Mark I and it works for me nicely.

Even the 4790K would be an upgrade. You don't have to go with the 8700K but it would last longer. By how much? I don't know. In the computer world all it takes is for 1 very good CPU to come out to make everything else obsolete that came before it. For example if AMD and intel made 8 cores the new low end and software developers wanted to code their software to get the most out of the new cpu's then a 6 core CPU would suddenly no longer be enough. This type of thing used to be common. But now a potato PC can run the latest version of Windows and most of the software you can get with it. When Windows 95 came out people had to upgrade most PC's to run it. Now a 15 year old PC can run Windows 10... Given that it has at least 2GB of RAM which is easy to get your hands on.
