Hello Guys
I really need help I just reapplied thermal paste twice thinking that was the problem but not. I don't know what to do at this point.
I'm thinking either the cooler is defective, the CPU is or the motherboard.

It looks like your cooler may be defective, Those aren't necessarily bad temp's but with that beefy cooler they should be lower. Check your fan curve, if its set to quite that could be the problem.
 
how about a little more info about your computer, ie case mfgr & model, and how many fans exhausting and how many feeding air into the case, and what is ambient temp in the room?
do you have a graphics card pulling air out of the case?

and you might try pulling the case's sides off to see what happens to the load temps - idle temps don't look bad

Aparently I just loaded default settings on the BIOS and I ran a benchmark. Runs way cooler now, maybe I was giving too much voltage to the CPU since it was on AUTO right now its at 1.2V

The lower the voltage you can run at stably the less heat that will be outputted.
