Question i7-8700K vs i9-9900K

Motherboard: MSI Gaming Plus Z370
Processor: Intel Core i7-8700K @5.1 GHz
Memory: Corsair Vengeance LPX 4x8GB @4000 MHz
Graphics: Asus ROG Strix Nvidia RTX 2080 Ti
Storage: Samsung 970 Pro 500 GB [OS]
Storage: Western Digital Black Performance 6TB [Steam Games]
Storage: Western Digital Black Performance 6TB [Microsoft Games]
Storage: Samsung 850 Evo 500GB [Emulators]
Storage: Samsung 850 Evo 500 GB [Portable Programs & Other Content]
Cooler: Noctua NH-D15
Power: Evga Supernova 850 P2 80+ Platinum Modular

Now my question, the price of 9900K aside (I know value for performance gain over 8700K is terrible for $500) is the difference between the 8700K and 9900K enough to want to switch over? As of right now, I am almost always CPU limited, as the 2080 Ti is a super powerful card. I am running at 2580x1440p but am still CPU limited usually.

Can you limit fps to a comfortable level so the 2080Ti isn't requesting as many frames from the cpu? To save and possibly upgrade when ddr5 platforms arrive maybe in a year or two.

Additionally, 9900k's extra threads will help. Albeit threaded games still rely on the primary core and if you can off load user apps away from core 0 using affinity, may help a little and improve efficiency for the other cores reducing total cpu usage. Or turn off hardware acceleration in apps like discord.

High frame rates + other game stuff can work any cpu today quite hard.
