Question i7 8750H Occasionally drops to 0.00Ghz

Simply put. Is this normal? Or should I be concerned for my PC?
It was turboing at 3.91Ghz however it occasionally drops to 0Ghz and straight back to around 3.9Ghz

Specs:
CPU: i7 8750h w Intel UHD630
GPU: Nvidia 2070 Max-Q 8GB
RAM: 32GB (2x16) 2667mhz
 
It should never go to 0Ghz in normal operation, sounds like a software bug. Has it only started doing this recently? Have you recently upgraded to Windows 11?
Upgraded when Win11 first came out. This has only started recently. I did check with Intel DSA that it's up to date
 
Aside from the 0Ghz, have you noticed any abnormal behaviour or performance from the machine?

I would also check with HWInfo or HWMonitor.
No. If relevant I have upgraded the components a bit.
Storage: 1TB SSHD -> 1TB M.2. SSD -> (currently) 2TB M.2. SSD + 2TB SATA 6GB SSD
RAM: 2x 8GB -> (currently) 2x 16GB [same clocks at 2667mhz]
and a new battery since the old one had "inflated"
 
This mostly sounds like a bug with Task Manager. If you run say Cinebench and you're getting a score similar to what other 8750H's are getting, then there isn't anything wrong with the hardware.
I checked on a few sites however couldn't find other results from Cinebench R23 for the i7 8750H.
My i7 8750H got:
Multicore: 6216
Single core: 1037
MP Ratio 5.99x

(Update: Checked on Intel XTU if I could Undervolt it (which I can't) but I can alter the Core Ratios, Short Turbo Boost Power Max Long Turbo Boost Power Max)
