I7 920 + Asrock X58 Extreme - Doesn't boot

Hi. Yesterday I got an old system from a friend who was going to throw it away. It's nothing fancy, but I'm interested in the CPU and motherboard. As it says in the title it has an old I7 with the respective mobo which coupled with some overclocking and a decent GPU should make for an okay system. Thing is i have been trying to get it working all day and no matter what I can't get it to boot. Also, I should say that the CPU doesn't have the cooler anymore, but I was only going to boot it until bios and then buy a cooler if everything is fine.
Whenever I press the start button the GPU and PSU fans start spinning, I can feel that the HDD is also working but I don't see anything on the screen or any error code on the small debug LED on the motherboard(also no beep). I tried pulling every component out except for GPU, CPU and 1 stick of RAM and still the same, no video.
What I would like to know is whether the CPU or the motherboard is broken/fried. If it's just the CPU I would like to get another one with an aftermarket cooler and try to overclock it, but if it's the motherboard, I don't know.

Hi, if you're talking about the 8 pin that is right above the CPU, then yes. However, I'm not sure if all the required cables are plugged in. The main 12v one and this one are. Do you know if there are any other cables that should be plugged in?
