i7-930 has turbo boost turned off?

For some reason my i7-930 never exceeds speeds of 2.89GHZ in the task manager, and has got me thinking that maybe it has turbo boost disabled because it should be running at 3.06GHz max right? I just didn't know if this was true or if my processor was just slightly different from others.
 
Solution
First of all, Turbo has different states so "Turbo Max" might be 3.06GHz in the spec say when mostly using one core but as the load increase the frequency can drop.

Your BIOS should show more information about the Turbo frequency states when 1,2,3 or 4 cores are being used.

Secondly, there's additional frequency/voltage variation if Intel Speedstep is enabled.

Finally, the values don't always match the specs on paper or BIOS. I show 4.06GHz if I'm supposed to be at 4.1GHz.

I suspect it's a combination of my first and last points (probably dropping 100MHz on paper due to load), but either way there's no obvious issue I can see.
