i7 950 shutting PC down.

Looking for some help and advice, with thanks in advance. Is it normal for an i7 950 to run hot? My computer was shutting itself down and restarting due cpu heat. Ran it stock, with an uprated heatsink and still doing it. I disabled the turbo boost in bios, now running at just 3MHz. Seemed to do the trick but then noticed some usual activity. CPU going a bit bonkers with super high numbers for a very short time. The highest being 13630MHz on Core#3 and over 6 on 1 and 2, monitored by CPUID HWMonitor. PC modding is a new hobby for me and I'm learning all the time, but is this normal? Could this be the reason for the re-boots while gaming?

Also. I'm running 8gb of ram. Would going to 12 in triple channel make a big difference.
