Best around 100$ water cooler choice for i7 9700? Or whats the normal temp of this CPU while gaming? Do I need 100$ cooler?

The processor comes with a stock cooler. If you're talking about the K suffix processor part, then I'd ask you to look at Noctua's high end offerings or a 240mm AIO. What are the rest of your specs looking like?
RAM- hyperX fury DDR4 16GB (2 8GB) 2133mhz
Motherboard- ASUS PRIME Z270-A
CPU- Intel i5 7500 3.40GHZ
Monitors- Benq xl2411 144hz and BenQ GW2470 60hz
GPU- MSI gtx1070
Power supply- corsair cx750M
Case- Binfenix Enso Black RGB
Vans- 4x Bitfenix Spectre PWM black and 1 of these is RGB
Windows 10 Home 64-bit

This is right now, but I want to buy:
MOBO - Asus prime z390a
RAM - Fury 32 gb 3200mhz Ddr4
Cpu - i7 9700 octo core (without K)

I'd always go for Noctua before tinkering with AIOs and radiators, will will often fail/clog/degrade after '1-2 years time anyway....

Noctua does as well, is quite, and, costs less....

If you case will allow an NH-D15, go for that.

(Get the "K " variant, if possible...the Asus mainboard will allow MCE to be enabled, so if cooling is adequate, for a K processor you could hit 4.9 GHz on all cores...)

With this default cooler temps are normal?

for CPU temps while gaming under 70c would be good under 60c great, under 50c awesome.
the 9700 isnt really hard to cool, so a good mid range air cooler is your best bet like be quiet dark rock 4 or you can get the pro version of it as well either way its great for your CPU.
if you dont care about noise and other really really really unlucky factors like leakage, good AIO 240mm coolers would be enough but not as good as the Dark rock pro 4 for a cheaper price.

I personally like AIO especially the NZXT Kraken lineup (x52,x62,x72) due to the looks factor and ease of installation but to have optimal performance you might want to spend time cleaning the dust out of the radiator once or twice a month.

I planned to buy Kraken x42. Good for that?
