Question i7 9700 runs hot

Hey!

I just built my new PC with MSI GeForce RTX 2070 Gaming and i7 9700. Motherboard is MSI Z390-A Pro. My CPU idles at ~60°C while at gaming it goes 100 (Far Cry 5 highest possible settings, its 60fps with some drops to ~54 but it runs smooth) or even 110 (Watch Dog).
On maximum fan speed the temperature is the same as on lower speed? (I dont get this?) The CPU fan is the one intel provided the CPU with. I don't think it was mounted wrong because I made sure, I also used a lot of paste to provide better heatflow. Removing the case's side panel doesnt seem to help either. I need some recommendations.
 
The Intel cooler is terrible, especially for something like the 9700 and it can be hit and miss on getting it on properly. It looks like it is not on properly and I would remount it. Personally I would get an aftermarket air cooler even a low to mid range one as the 9700 is powerful and boosts to 4.7GHz single core and an all core boost upto 4.5GHz so it can generate a lot of heat.

I'll try using less paste as 13thmonkey suggested, so remount will happen anyways even though I'm pretty sure its on properly, but you're right I had a hard time to get all four pushin pins in place. I would prefer purchasing a towersink as a last solution as most coolers can do 2k rpm and mine does that too. Aside from performance the radiators on the towersink seem bigger, do these really mean 20°C of a difference?

Now I think the problem isn't with the power of the cooler since having 2000 or 1500 rpm doesn't change anything, but the heat conduction of the cpu-radiator (this could be because of the thermal paste, although I don't know much about it, but it seems reasonable). I'm still open to other suggestions too, I'd like to have as many as possible.
 
not sure what your problem with towersinks is? The 120mm fan on a big tower will run at 800-1200rpm and will be a lot quieter than the fan on the stock heatsink which has to run a lot faster to do anything. And yes I could easily see a big tower making 15-20C of difference.

Your idles to me show a fitting issue though.
 
60c at idle is really hot even for a stock cooler tbh. could be a contact issue, also stock coolers are meant for normal uses, for gaming its not adequate especially for something as powerful as the i7 9700.

Thank you for all the help, after looking into it I found the CM hyper 212 BE the most suitable for me. What temperatures should I expect? Room temp usually between 23-28 °C (depends on outside weather) . I'm having a hard time finding graphs.

in my case i have 14-20c ambient room temp my cpu idles between 30c-40c according to hwinfo i average about 32c while not gaming or doing any work.
