I was wondering whether I should choose the i7 9700f or 9700. In addition to gaming, I also use some software to edit photos and videos

Umm, an I7 wit pathetic stock cooler will have a lot of downclocking and temp issues.

But go for the I7 9700 for the igpu.

Just dont run the stock cooler.
Well, if I'm not mistaken, they just have a slight difference in performance. F behind the series means no integrated GPU.

Why dont you considering for Ryzen?
 
The -f will not have an igpu and cannot support quick sync. The non -f will support quick sync for improved editing performance.

I would suggest ryzen for every gaming+editing system
At first I saw some cpu like Ryzen 5 3600, 3600x or even 3700x but when I looked at its stability, I decided to stay with Intel even though it is a bit less
 
Some of the problems are temperature, crashing on boot windows or unstable clock speed and I really don't have time to update or fix errors if I encounter them.
 
It depend on your choice f series is little cheaper then non f series,If you have a dedicated GPU then you should consider f series cause it will help you save money and you can invest them in more ram or GPU cause you will be doing editing and photoshop
 
I'd suggest to go for K as well, intel still keeps that effective no MT related speed trophy over the ryzen, well mostly its a bit better for gaming, and since you decided for intel regardless, overclock should dish out the most of what that 'overly' refined 14nm process can do... plus a noctua cooler will give the cooling you need.
