[SOLVED] i7-9700k OC-ed to 5Ghz drops to 4.6GHz on startup

Hello, I have just oc-ed my i7-9700k to 5GHz and 1.37 V just like many have done in reference videos/threads that I have watched/read.

My build is:
MPG Z390 GAMING PRO CARBON AC

I7-9700K
32GB 3000MHz DDR4 RAM
2070 Gigabyte RTX Super OC 3x windforce
Silverstone PF240 AIO cooling
RM 650W PSU


Windows 10

When I did set it to the latter I booted my PC and ran CPU-Z BEFORE any other background programs have booted and saw that core speed was 5000 MHz, but after other programs booted on startup it dropped to 4600 MHz, now I am really confused because prior to doing this this speed was 4700 MHz, so it turns out I was somehow able to drop 100 MHz by overclocking it.

I am utterly confused about this, could someone help me?
 
Okay to answer my own question.

OC I mentioned above is stable (reported by many, myself included) and the issue in my case was a damn MSI Dragon Center software which for some reason has rains supreme and overrides my bios settings 😱

There are these User Profiles which turn off and on according to what you are doing like Extreme Performance, Silent and Balanced by default. Those same profiles (if you go to create a new one) set CPU clocks, voltages of both DRAM and CPU.

Long story short first solution you can create your own profile and set clock speed multiplier and base clock along with voltage and be done with it.
Secondly you can also just remove it I guess, but I did read on one of the other threads that then you lose control over Mystic Light since it is integrated now which, if you are a light nerd like me, is a hard hit and I am not willing to lose lighting control.
