Question i7-9700K only hits 3.6GHz across all cores under 100% load

Hey guys.

I did some Cinebench R15 and R20 to see how my CPU was performing under load.
And i noticed that under 100% load, all 8 core's was sitting on 3.6GHz.

Isn't it suppose to look something like this (100% load) ?.

Core 1: 4.9 GHz
Core 2: 4.8 GHz
Core 3: 4.7 GHz
Core 4: 4.7 GHz
Core 5: 4.6 GHz
Core 6: 4.6 GHz
Core 7: 4.6 GHz
Core 8: 4.6 GHz

Something to do with Turbo Boost.
Or perhaps at least hit 4.6 GHz across all 8 cores when under 100% load

I am mistaken here?

that when you running the test? and how many W?

what motherboard do you have? psu?

Yes, that is when i ran the test. Im using HWiNFO to monitor temps & voltages.
CPU Package Power: 59.958 W <- I assume this is what youre asking for, if not correct me please.

does HWiNFO show max at 4.9 at all? or anything higher then 3.6?
did you make any change on the bios?

Well, while running Cinebench's it never hit +3.6GHz, not even 1 core hit 4.9GHz.
However, when doing normal stuff, i could see in Afterburner that the cores hit 4.9GHz for a second at some point in time.
And no, i never made any changes in BIOS - But i know the company who build the system did, cause i saw XMP was enabled etc.

UPDATE - FIXED IT

On another forum someone told me to try update my BIOS.
I then did that, and noticed the current BIOS i had was 0506 and new one was 0905.

After it updated, i ran a few Cinebenchs and could now conclude that, updating BIOS actually fixed the issue, where my i7-9700K didnt wanna turbo boost.
But now it does.
