Question I7-9700k vs i7-4790k

On paper, yes.
In practice, you may not notice as much. It'll be measurable, but it may not be proportionate to the cost of the upgrade.

What resolution do you play at? Are you monitoring your CPU/GPU usage whilst in game? How does it look?

At "almost" 100%, a CPU upgrade may well be beneficial.
However, have you overclocked the 4790K ? If not, I'd see if the extra legroom afforded helps you out.

If you want to upgrade, then the 9700K is a solid route to go - I'm just a little gunshy in terms of the pricepoint. I still have a few systems kicking around, including a 4770K vs my main 8086K.... and I don't "feel" like it's an substantial increase.

If you were routinely pegging at 100% CPU usage, sure... but even then a 4c/8t CPU to a 8c/8t CPU isn't going to be night & day in terms of performance. The "true" cores, the increased clocks, the newer/refined architecture will all bring some benefits though.

Will this be a significant upgrade from my 4790k and 16gb dd3 ram? I mainly use this pc for gaming with a 1080 ti
If you have a 144Hz panel, yeah, this would be a good upgrade for you. Don't forget about memories (3200Mhz CL14 is a sweet spot). It will helps a lot to get more and more frames on CPU demanding games.
 
The 4790K is still good, it's just that many of the newest games can place a strain on even 4c/8 thread designs, and, they are pretty much insufficient with any added applications such as streaming, etc., without considerable hits to minimum frame rates...

The 9700K should be a nice healthy jump, as it's 8 actual cores are proving to be more than enough for any game out today, offering about ~98% of the 9900K's performance...
 
Agree with the comments and the 9700K will be the way to go especially if purely gaming focused as it is just fractions of the 9900K. If you intend to overclock which you should with the K CPU's then look to the Gigabyte motherboards in the Aorus Pro and Elite as they have a great 12 phase VRM.

Also the 9900K CPU board combo is so, so far better than the 4790K....though the 4790K was a great CPU in the day...

The 9900K would be a big upgrade from your 4790K. As far as what board to go with any Z390 chipset board is what you will need. It comes down to what features you want in the board itself. For ex, do you need built in WiFi , Bluetooth. Do you need three M.2 slots or two or just one etc..?

Best thing to do is do a little research and pick the board you like the best. There is no real answer for the "best" board, that's kinda like asking whats the best motor oil.

MSI, ASUS, Gigabyte & ASRock all are good brands with boards that have different features.
