Hey , do you guys think the Arctic 7 Freezer Pro is enough to cool the i7 9700K to good temps to bring the most out of the CPU performance ? or I should invest in better cooling for it ? \
Thanks in advance!

Negative, and why the 9700K? Do you already have a Z390 board?
If you don't, then I'd point you to the 10600K and Z490 - still can't get a cheap cooler for it.

Air: Depends on the available chassis clearance, if you can provide that, please?
Liquid: 240mm or larger.

I already have it , I have a Z370M MOBO and I want to know if I should upgrade that cooling to gain more performance

Well, if you want to get more performance, then you either want to overclock, or at least use the one button OC, a-la, All Core Enhancement.
Freezer 7 Pro won't cut it, even at stock.

And just to shoot this down before it even comes up: Not even the popular Hyper 212 is enough.

The liquid cooler recommendation is easy enough: a 240mm or larger.
But if you'd rather use an air cooler, I'd need to know how much clearance is available in the chassis.

My CPU is currently running at 4.4-4.5 Ghz usually and I would want to run it at higher speed as I know my CPU can handle it , How can I tell you how much clearance is available in the chassis as I prefer using an air cooler
