i7 overclocking - increase max turbo vs overclocking

What is the difference between these two?

Been tweaking my overclock in the BIOS and just realised my supposed overclock has only been increasing the maximum turbo, in this case to 4.5Ghz from 3.8Ghz.

There doesn't seem to be an option to change the CPU ratio to get all 6 cores to run at a constant higher Ghz, but the option only increases the overall maximum turbo the cotes will reach.

Is this just the way i7's overclock, or is there an option I'm missing somewhere as this has literally just come to my attention.
 
Let me get this straight... So you want to g=have all 6 cores run at the same speed constantly? Or when they run they should run at the same frequency. The thing is that cpu runs 3.4(3.9 boost) at stock so the 4.5 you are running at is already alot or do you already know this?

I'm not sure I worded it correctly, sorry if that's the case. Basically, when I OC'd my old 4690k I had the ability to change the CPU ratio to say 4.5Ghz for example, there was no option to increase the maximum turbo to xGhz.

With my i7, increasing the CPU ratio now specifys that the option is increasing the max turbo. What I want to know is, is increasing the CPU ratio to 4.5Ghz the same option as increasing the same as increasing the max turbo to 4.5Ghz,as in the same option just worded differently.

Hope this makes sense, perhaps a screen shot would be easier.

It is just a change in wording. Motherboard manufacturers have started going with OCing the turbo boost but in reality it is just OCing as it always was.
