Question I7 System Build

I want to build a new PC.
I want an I7 and a VR compatible GPU. Probably a NVIDIA GeForce GTX 1660 TI. Must have 2 DHMI ouputs and support HDR.

I will be using this case Pop Air — Fractal Design (fractal-design.com)
I already have a M.2 SSD and an SATA SSD I will use.
I want 16 GB of RAM
I want a black modular PSU

Can someone help me pick a motherboard, CPU, RAM & PSU & GPU?

Budget: $1,500 or less if possible.

Will I be able to disable the lighting on the motherboard so it doesn't keep me up at night?
Isn't that GPU more than I need? Anything smaller/cheaper?

TBH you wouldn't want anything less than a 3060 for VR. And yes the lighting turns off on the motherboard.

What is it about an I7 that you think you need?
I7/I3/i5/i9 no longer mean what they used to.
Namely a designation of the number of cores and presence of hyperthreading.
Today, the I designation is more of a performance level.

I currently have and I5-8400 and a GTX 1650. It works ok for the video editing i do. I want something that will encode video faster and will let me run VR smoothly at decent settings.

If you are buying new, look at a current generation processor.
I5-8400 has 6 processing threads and a passmark rating of 9210.
That is when all 6 threads are fully busy.
The single thread rating is 2585. Single thread performance is what gives a pc the feel of quickness.
By comparison, a I3-12100 has 8 threads and a rating of 14540/3550.
It sells for perhaps $135.
I5-12400 has 12 threads and a rating of 19538/3531.
It sells for $200.
On the AMD side, the R5-5600x had 12 threads and a rating of 22156/3382.
It sells for $200, perhaps less now.

Intel and AMD have new processors coming imminently.
But, the prices will start at about $300.

WD BLACK SN850X NVMe. I will be doing 4K video editing and playing VR games. Videos will be stored on a
WD Blue 2.5-Inch 3D NAND SATA SSD
