i74790k Hot Cpu Reading but Cold Heat Sink

Hi I have a new i74790k from amd fx8320 but i'v have searched around with temp guide's but nothing that can help me with this issue.

When i stresstested it for 1hour my temps for the cpu are 85c Max on 1 of the core's, but the heatsink is cold, i know with amd that when it is at 60c the heatsink is at near the temp, but with the intel its as cool as room temp.

Note: this is just the cpu if i factor in gaming or using gpu aswell as the cpu it could get higher.

And yes I have redone the Paste twice and no change, i'v used arctic silver.

My Heatsink is: Hyper 212 EVO same cooler what i used on my amd cpu.

I have a possable aswner for this issue, my guess is that there is not enough contact from the die to the heat spreader, because intel is kind of known with cheaping out on stuff like that with the sandybridge generation.

Ok the CPU's life story is here is this normal?

I have rechecked that already when i remove the mounting brackets it's stuck to the cpu like glue.
I also been messing with some settings my motherboard seems to be ramping up the voltage to 2.1volts i turned off all the intel stuff like turbocore ect so it's standard 4.0 no turbocore and stays at around 70c, I also used a temp monitor and got 47c from the heatsink block that contacts the heatspreader, this could be a sensor issue, because the system temp when stresstesting the cpu are around 37-42c which if the cpu is ramping out at 80c I should be feeling heat from the cpu.

I used a thin layer and spreaded it my self of thermal paste.
 
OK so you shouldnt spread it your self, thats totally missing the point of thermal paste. Thermal paste is to fill in the gaps where the heatsink and the heatspreader are not totally flat.

Clean off the paste and apply a pea sized amount to the center of the heatspreader of the cpu, then let the heatsink spread it when you attach, this allows it to fill the gaps correctly.
 
RobCrezz is right about the application of the TIM. And what are you using to stress test? PRIME95? If so you'll find that temps get crazy hot with PRIME on DC. Use a different test as it's not necessary to run PRIME anymore (try AIDA 64) -PRIME is old school. Your Devil's Canyon is a very fast and advanced proc. Just take care that you are mounting your HS nice a tight with proper application of the TIM.

My wife has a i7 4790k rig which is running almost 24/7. Never ran PRIME95 once on it. She's always messing with it and OC'ing it. Had no probs whatsoever. Cooled with a Corsair H80i.

okay RobCrezz you were correct about the paste, it is down by 5c to around 66c, also i turned off the auto voltage control because it was feeding the cpu around 1.8-2.1 volts, i put the voltages to 1.0 volts and hold's true to 4.0 GHz i ran prime 95for a good hour again and seems steady at 65c.

I can't run cpu-z i get mutexlocked also AIDA 64 don't work stuck on scanning for windows devices, and does not turn off correctly with endless shutdown, so i think some drivers are broken 🙁, i shall reinstall windows and see AIDA 64 inaction and update this thread and how it goes.

I never mentioned i think that my motherboard is MSI Z97 Gaming 3.
