What is the use case for your build? Gaming, video editing, streaming, or something else? The overwhelming 12C/24T in the AMD's 1920X is kind of an overkill for gaming since very few games require or can utilize that many cores. On the other hand, they're a blessing if you're into video editing, 3D rendering, scientific simulations, etc. Intel's i7-9700K, on the other hand, is the better choice among the two if gaming is what you do the most. Its 8C/8T may seem incompetent but actually outperforms the 1920X on single-thread performance. However, it sucks that the 9700K lacks Hyperthreading.
