Question i9-12900K versus Dual Xeon-Gold-6138 - - - - your views ?

Hi Hello! Good day!

Fairly new to the IT space, pardon me for a lack of knowledge. It is going to bore you with a long post. Pls Skip if it bothers you.
I have some time to explore buying a Desktop, I needed your expert views on which processor is better/value for money.

A little context here:
I do Web browsing, Excel, Basic Programming - python /calculations/Gen ai but not so much (No large datasets).
I don't play games, needed only an average graphics card ( Yeah, I know what you gonna say)
No apple(I sold my M1 Mac Pro), ok with OS MS or Linux(still fiddling around).
My concerns are budget, longevity of PC, fast CPU power, cooling and upgrades

I did a simple googling with 2 results:
Dell Precision T7280 Tower workstation ( Old model)
Dell XPS desktop 8960 ( Recent model )
# I read that Dell makes good desktops.

Hence, I am comparing the processors and needed your views.

2 CPU comparison here:
i9-12900K , 8-P cores Freq 5.2 Ghz, 8 -E core 3.90 GHz, 24 threads , Dell XPS desktop
2 CPU slots Xeon-Gold-6138, 20 cores 40 threads 3.7 Ghz , Dell precision T7280

Q: Does having 2 processors Xeon-Gold-6138 value for budget as compared to i9-12900K?
Xeon-Gold-6138 = 20core *3.7hz * 2 CPU = 148 ? ( Not sure if 2CPU is calculate this way? )
i9-12900K = (8core * 5.2 hz)+( 8 core * 3.7hz)=71.4 ? ( is this how computing power is calculated ? )

Q: Anybody has any experience utilising 2 CPU on software? Does it utilise 2 CPU on software ? Do you need any specific configuration?

Not comparable, one is consumer and other is server, different jobs.
