Question I9-13900K THROTTLING ISSUE

Hey everyone. Here are my PC specs.
PNY RTX4090
ASUS - PRIME Z790-A WIFI MOTHERBOARD
64GB VENGANCE RAM 6000MHZ
Samsung - 980 PRO 2TB NVME
Corsair H100x RGB Elite Liquid CPU Cooler 240mm radiator
All temps are perfect when gaming. Never have an issue but when i do video editing or cinebench and full load my cpu i get to 100c or even 104 in cpu package sometimes. I found a MAXIMUM CPU temperature in the BIOS and lowered that down to 79c instead of auto. Now when i run cinebench the temp will not rise above 79 degrees but it still says cpu is thermal throttling. I tried the Intel Extreme Tuning but it doesn't work on this motherboard. I tried lowering the voltage but it just freezes everything when it gets lowered 0.010 and cinebench won't even work. I use Davinci Resolve a lot and im' just trying to fix this problem. Cinebench r23 score is 31558. I thought about updating my case to a bigger case and getting a 420mm radiator but if everything else has wonderful temps, would that even work? I don't want to waste money. Can someone Please help me with this?

Almost nobody has been able to tame the i9-13900K when it's running full blast outside of using some sort of sub-ambient temperature cooling system. It's designed to go up to 100C anyway. Regarding what you did, it makes sense that it's claiming it's thermal throttling at 79C, because that's the temperature limit you set.

If the CPU's temperatures are fine in everything else you're doing, then there really isn't a problem here.

Thanks for answering. I found out how to lower the voltage but when it goes to 0.05000 cinebench and any other editing or stress test to cpu just crashes. it's fine at 0.03000 but still. I want to lower the temps because if i video edit something that is long i dont want it to damage the motherboard. It runs at 104c sometimes and i might of something editing for 3 hours long. I was told before that this cpu was made to hit that but it always throttles. if it didn't throttle my editing would super fast.

You might have to accept your motherboard, CPU and GPU will eventually need replacing, if you run long video edits. In 3 years time, you'll probably want a faster rig.

My 7950X sat at a constant 89C under an NH-D15 for 36 hours during a 4K video render. I've just completed another edit lasting 23 hours. The computer is now 9 months old and hasn't died yet.

Despite running slower in Adobe Premiere Pro, I chose AMD because it runs "cooler" than Intel.

If my rig was running at 89°C, then I’d be OK with that because it wouldn’t be throttling the whole whole time but since it is throttling I’m just trying to get it under that so it doesn’t throttle. it always throttles at around 97°C. A faster rig? How much faster can I get in the 4090 and the processor that I have. I was thinking of getting a bigger case so I can get a 420 mm radiator to cool the CPU but I see some reviews say that that doesn’t even cool it enough, so I don’t wanna waste my money and just get a whole new case . Especially when everything else is running a perfect temperatures. My GPU never gets too hot even under heavy load it’s just this stupid CPU.

The 13900K and current gen processors and motherboards are designed to run full out and touch 100c.
If you do not touch 100c. you are leaving performance on the table.

When you are loading all processing threads, that is when the heat is most generated.
The processor monitors it's own temperature and will slow down a bit if the temperature reaches a dangerous point. That is around 100c.

Here is an instructive analysis:

From reading that it seems i may need a new case with a better cpu cooler then the one i have already.

What is the make/model of your current case?
How old is you H100X aio?
In time, air intrudes and an aio loses efficiency or fails.
Think 5 years.
Make and model of my case is a rosewill thor v2 .
I just got the H100X aio 4 weeks ago
It's definitely not that since it's so new.
I just bought a full tower that can fit a 360mm radiator and 6 fans.
I'll update the progress from that when it arrives.

It seems as if it does run hot but not thermal throttling hot. I can't do anything because it runs hot to where it throttles. Even in these benchmarks they ran it shows they only got top 84c on the temps. I'm getting 101 or 103.

Which benchmarks?
How much power is your cpu pulling?

Ah well, might be better to wait for that before making any other suggestions.
