As the title says, Im planning to do a major upgrade to my current pc.

I'm going to use this pc for 1080p gaming, and some video and 3d editing
Does the 1060 bottleneck the newer 9th gen cpu?
The i9 9900 (8 cores / 16 threads) is a valid choice as long as you can have it a very good price, I would not get the i7 9700 since it does not have HT (is only 8 core / 8 threads). If youre doing 3d and video editing you want to have as many resources as you can get, thus the i9 with its 16 threads is the best bet here.
That CPU should be paired with a budget motherboard too since you wont be able to do OC, and 2x8GB of RAM to enable dual channel.
You CANNOT use the any 9th gen CPU on your current platform, so you need to change everything -> CPU, Motherboard and RAM.
The GTX 1060 wont bottlenecked by the i9 9900, probably the other way around. You will have a lot of CPU power with a very nice, but still budget GPU. A next step (if you wana get better gaming performance with higher eye candy details and more FPS) will be to get something more powerfull like an GTX 1660 Super/TI, or RTX 2060/2070 Super.
Now keep in mind that intel just launched the 10th gen CPUs, they are kinda hard to find but a Core i5 10400 will be a huge upgrade over your current i5 4460. And probably cheaper than a Core i9 9900.
Also theres Ryzen, and honestly if you can find a deal on the Ryzen 7 3700X + a B550 motherboard (soon to be available) that will be a good deal too.
