[SOLVED] i9-9900k is overheating like crazy

I recently got an I9-9900k and it was running perfectly for most of the day I got it then all of a sudden started to over heat for no apparent reason. The temps were running 65-75 with a 4.8 OC initially and now temps spike to 90-100 at 4.7. Worst thing is now my idle temps are ranging form 64-88 with a constant 4.7 OC. I have turned windows power settings to balanced, reset mobo, restored defaults, reinstalled windows, turned all my fans and pump on max with no effect on the temps. I assume my water cooler is working as the radiator is cool to the touch still and its putting out rpms, however the BIOS says cpu fan header has 1500+ rpms and the MSI monitor says it only has barely over 1000 rpms. Any suggestions would be great as ive hit a brick wall.

My mobo is currently the MSI MPG z390 Gaming Edge AC.
