I bought i9 9900k OEM version for really good price & I'm basically noob in this but after receiving CPU I saw some scratches and bit a little tiny black dot on it .. Is it safe ..the retailer who provided me says it has it because we need to test OEM when it comes... So should I return it or OEM processer are supposed to be like this

And also he is providing me 3 year of warranty don't know how & he says he will provide batch number.. so is this a second hand CPU how do I find plz help
 
Your retailer should have no reason to "test" an unopened product then list it as "new".
OEM is essentially just a form of packaging with less retail fluff (no fancy box, paperwork, etc). It does not need to be tested, and is not considered new if they did.
I would request a new, non "tested" product.

I just got the processor & on Intel website when I check on warranty status & enter only FPO it shows boxed processer with estimated 2023 warranty when I enter both batch number & serial on the chipset it says it's a OEM processer am I getting scammed

Hey brother thanks for helping me out. he is saying we build workstation so we just tested the processor & if you want replacement we are ready to give u different one . But it's gonna take around 15-20 more days to replace like sending it back to him & then getting it back ..so I'm thinking to just use it & see if anything goes wrong he also said 'send it back to me today or even after months of anything goes wrong I will replace it it's my responsibility' what you think should I just use & see if everything like temp &, stuff is good?
 
He probably tested the 9900K to see if it was a good silicon lottery CPU. I bet that if it was he would have kept it and send you one that wasn't. I would never buy a CPU listed as new tested like that. This guy could have used this CPU since October 2018 for all you know.

If nothing significant, then just ignore.

Test it. If works, then you're good. If not, then return it.
BTW - what cpu cooler are you using? i9-9900k requires really good cooler.

Even i have kept it just to see temps when my mobo arrives & if temps are fine imma just use it if not will replace it for sure

Yeah that's right I'm waiting for my mobo to come once it arrives everything will be sorted out.but CPU looks in fine condition though
A dot on heat-spreader is of no concern.
Underside of the cpu is important.
Also when I enter batch number in Intel warranty website it shows boxed packed & warranty estimated 2023 but when I enter both serial & batch it shows this OEM tray processer thoughts on this?

Intel does not make different CPUs for boxed and OEM, so the same batch numbers get used by both. There is no way for Intel to tell OEM and retail apart from batch number. Serial number and SKU are what is different.

If the serial number says it is OEM, it is OEM.

What I'm thinking Is the heat spreader plate is changed or something like that maybe this dude is scamming me
 
Slap it into a compatible mainboard, and see if it is recognized as a 9900K...

It's quite possible the seller were testing all of them received for for POST /CPU recognition, etc, as there were/are indeed several fakes floating around...

Test it yourself, and if it is good, keep it...

I think CPU is just fine it is used though im waiting to see i I get silicon lottery or would have returned it soon
 
I bought a OEM 9900K I'm running it on stock 4.7ghz speed on 110volts I did some stress test also everything seems fine. Max temp was 60-63 .But is it fine because I heard some run on way more volts than this?
