i9 9900k at 5.0 Ghz all cores or one single core?
If it's one core, then almost certainly yes.
If it's all cores, then it depends on the chip you bought. Some can overclock better than others, even though they are the exact same make and model. So your mileage might vary.

As far as that cooler goes, it is sufficient to keep your chip running at 5.0 Ghz all cores. However, temp can still be a little high since the 9900k is known to exhibit very high temp at full load, especially past that 5.0 Ghz mark. But 360mm will definitely be able to keep it from thermal throttling.
