I trust you to pair this cpu with the proper cpu cooler and motherboard though.

The average Joe, or someone who will cut corners with either cooler or mobo, not so much.

Where I certainly wouldn't pair this with the cheapest mobo out there, even if it might work, I feel like the thermal protections in place would have it work with almost any add on cooler probably at the expense of clock speed and thermal headroom.

I am seriously of the consideration to buy this myself just to screw around with. They have some (semi cruddy) Z chipset Gigabytes available cheap (open box) to go along with and I happen to have everything else sans a case to trim it out with....

Would be around $200 for a decent board and cooler that can run the 9900k adaquately.

You could cut costs and end up with this. It would probably not be the best choice, but It shouldn't throttle under any reasonable workload.
