[SOLVED] i9-9900k overheating at stock

Hello Everyone,
Thank you for your time. Any help is appreciated. I just built my second pc. But for some reason, the CPU temps are extremely high even though they are stock. The second I try to run any sort of stress test the temps just instantly jump to 100! (idling at high 50's)
Here's what I've done so far. Removed the AIO reapplied thermal paste a couple times (H115I Pro). Then I thought its probably because its an old AIO so I got the H150i Pro which has a 360mm radiator. Reset the bios by clearing CMOS (multiple tries).
Could this be a faulty CPU?
I am out of ideas. Please help

Corsair 780 T case (Has really good case fans set in a good configuration)
ASUS Maximus xi hero + wifi
I9-9900K
G.Skill 32GB DDR4 3600 Ram
EVGA FTW3 2080 ti
Corsair H150i pro
EVGA supernova G2 1000
