[SOLVED] I9-9900K Refuses To go above 45c

I had just realized that my I9-9900K had been performing in the 2nd percentile. I ran cinebench and other benchmarks, and I realized no matter how much stress I put on it it would always cap out at 45c. My cooler is a Corsair h100i and I've always had an issue with it where it would never shows up in Corsaie iCue, and I'm wondering if this has something to do with the throttling. This is just extremely annoying and I'm hoping to get it figured out.

what about usage and the freq it running on?

full system spec? include make and model of the psu

Each core's usage will get up to around 60% or so max, 4.1GHz,

Install/run HWMonitor to actually observe the clock speeds attained by all cores during an all core load; CPU-Z/bench/stress CPU should give about 95% of the temps that Prime95/small FFTs would, or, at least more than most games induce...
