Question i9-9900K stuck at turbo clocks

Shouldn't the turbo mode work so that the processor increases clock speeds only under heavy load? My i9-9900k is 24/7 @ 4.7-5.0 GHz. Does not matter if im on desktop, scrolling through facebook or playing the newest AAA.
Windows power plan is set to balanced and i reset the bios to the "optimized defaults". What could be wrong?

what the motherboard? some of the default to OC.

My motherboard is Asus Strix Z390-F GAMING. Before my cpu did not boost over 3.6Ghz at all so i went and enabled turbo boost in bios. Should i reset bios by taking the battery off of motherboard and see if it fixes it? Or if there is some other and better way of resettin bios completely.
