hi guys , i have some screen shots if you could, just to if the voltages are right, if cpu package power is to high, test on cinebench avx offset of 2, all cores 4.9, if the temps are ok or not, adaptive voltage-on, speedstep-on, idle temps are 27 to mid to high 30'S
asus maximus xi hero wi-fi, i9-9900k, aio cooler from nzxt kraken x72 ,32 gig mem, 750 psu evga gold, ssd drives, the i9-9900k really don't impress me to much

Your CPU is definitely throttling. Hard to tell exactly why from the images given though. The dead giveaway is that your CPU is downclocking all the way down to it's LFM.

When tuned correctly you'll hit around 5000-5100 in Cinebench R20.
