Even though adjusting multipliers upwards will not be an option with a non-Z series mainboard, perhaps you can apply some negative offset on core voltage within Intel's XTU, and/or perhaps use a 100 MHz lower multiplier as all-core boost target...(as 4.7 GHz would be a standard all core boost, perhaps try 4.6 GHz?)

(I'd also examine core voltage within HWmonitor; if 1.4-1.49 is merely a very brief/instantaneous overshoot as clock speeds shoot upward, or begin to come down, but then with core voltages being normal-ish 1.30V or less at turbo speeds, I'd maybe be quite conservative on negative offset, maybe trying only .01 or .02V at a time...)
