Good Morning from Sunny Queensland Aus,, First post in a long time.

On a aorus z390 wifi pro,
New CPU install, upgraded from 9600..
CPU will not rise above idle, checked in lots of programs.
The Gigabyte rep said to disable Turbo boost, but no change,
This pic is from intels extreme tuning program,
Why thermal throttling at 33c ?
running AIO coolermaster 360,, not my first rodeo but first aio.. seems like a solid cpu mountup if at 33..

could be a bad sensor? this board no longer accepts 4 ram sticks.

Solution
Clear CMOS, reset BIOS to defaults...

You might need to do a repair install, or even reinstall from scratch. but, check device manager to see if correct number of CPU cores/threads is shown...

(you certainly do NOT want to disable any turbo boost, as you paid for 5 GHz, not 3.8 GHz...)
