Hi,
I9 9900KF (or only K) is compatible with H310M, but will I get bottleneck? Or it is safe?(VRM or smth) even that it is officially compatible i feel smth wrong, to build an I9 with H310M.

You were spot on about the VRMs with the 9900K/KF.

Can I get more explanation about the max vrm of my motherboard and the minimum vrm needed for I9 9900k,
or is there nothing called 'max & min', it's just about temperature.

The simplest solution: Z390s, around the 200USD mark and up.

Your current mobo has:
-Too few power phases
-No heatsinks
-1x 4pin EPS, cpu external power connection
A 9900K would make short work of that mobo. THIS is one of the cheapest - might actually be the cheapest - Z390 you can get away with running this cpu on.
