[SOLVED] i9-9940X Temps getting too high with Corsair H150i pro

To be clear, im not overclocking yet. But i will be after i get the temps right. At idle the cpu managed to hit 58 and while playing Rainbow Six the cpu hit 66. Maybe its cause its a new cpu and im not used to massive core monstrosities but i dont think thats normal temps considering the cooler. I did notice the hot air exhausting the case was really warm, and i could smell it. Currently my part list is as follow:

i9-9940X
ASUS Tuf X299 Mark I
Corsair H150i PRO
Zotac GTX 1080 AMP!
500GB 970 Evo
500Gb 860 Evo
EVGA 750 GQ < For sure my next upgrade
NZXT H700i

Currently the fans are inside the case pulling the air to the radiator and exhausting from the top but there are no other fans on the case atm. The factory rear fan isnt turning on and for the life of me i can figure out why (It was working before i upgraded my pc and its got the required power unless im blind). Im not sure what my next step is but im afraid to leave my computer on for too long. Note: The temps started out at 30 and rose to 66 within 3 1/2 hours. I do plan on overclocking but it cant even run factory rn haha. Thoughts? Help?
