Question i9 AsRock X299 Overclock/Speedstep

I've disabled all speedstep/c1 states / turbo etc. and have tried to manual set the multi. No matter what, it defaults to the stock cpu clock in windows. Even using the AsRock utility and changing the multi on the fly in windows has no effect. Any ideas? Do you have to enable speedstep to overclock an i9

I enabled Turbo and it now reaches my target static CPU ratio of 41 but, when underload, it downlclocks to 3.8. Temps are very good (~62) volts are stock / mesh ratio stock. What happened to the days of setting a multiplier and the CPU just running at that......
