Icons keep resetting, about to jump into traffic >:(

Does anyone know what causes this?

Does it happen when you move an icon? Windows 10 build 1703 has a very annoying bug related to this.

It doesnt really happen as a result of anything.

Every once in a while i reboot my pc and the icons are like that.

There's no way to pinpoint it cause it happens when my pc is off D:< Just wondering if anybody had any ideas.
