Icons moving from one monitor to the other when full screen

I have two monitors with icons spread between them both. When I full screen a game the icons from my main monitor(the one displaying the game) all move to the secondary monitor. Is there a way to stop this from occurring. They all move back so it's not as though it's a hassle or anything but I'd like to "fix" it if possible.
