Icons of customized shortcuts disappear after reboot

Windows 8.1 / 64-bit

I created two shortcuts on my desktop to make things easier. One is restart my desktop and the other is to shutdown. Both work fine, but when I add icons to them they revert back to their white/blank look after rebooting. All other desktop icons are fine.

Any ideas?

Never mind, I took a different approach. I copied sutdown.exe and made shutdown2.exe. I then used the program IconChanger to change the icons of the two. I made two shortcuts from there. In the target of the Shutdown shortcut, I put /s /t 0 at the end of the string. In the target of Restart shortcut I put /r /t 0
