Icons on Taskbar and Desktop Blinking (Windows 10 Anniversary Edition)

Hello, every so often, i notice my icons on my taskbar and desktop start to blink a couple of times, and then go back to normal. I was playing Runescape, and when this happened, it seemed to halt the game until the blinking stopped. The game didn't freeze, it was almost like I was lagging, because the game caught back up with itself a few moments later when it was done. This does not happen only with Runescape open. It happens any time it wants, doesn't matter what is open. Right now I am recording my desktop (currently typing this on another monitor) to see if I can catch it in action. In the meantime, does anyone know what could cause this?

OS: Win10 Pro w/ Anniversary Update
CPU: i7 5930k
GPU: GTX Titan X
MOBO: Asus x99 Deluxe
RAM: 32GB Patriot Viper 4 DDR4 2133mhz
Storage: 2TB Seagate 7200RPM HDD, 500GB Samsung 850 EVO (Boot)

Lets see, you could click here and press 1st button to download upgrade assistant and once run it will upgrade you to latest build of win 10 - but that may not answer question

I assume you have latest Nvidia drivers? latest motherboard drivers?

i wonder if its latency, I always seem to run into people with the CPU and high latency, no idea why. I might be way off though - http://www.resplendence.com/latencymon

Probably windows installing some App updates.
