Icons rearranging, cursor glitching out.

So this is my 3rd and final attempt at trying to fix this issue before I reset my PC so I will outline everything I've tried so far and provide screenshots.

Every time I play cs:go all my desktop icons rearrange and occasionally my mouse cursor will bug out and look messed up. Sometimes my icons will barley move, others they will completely rearrange into a complete mess.
I have noticed they usually move onto the right hand side of the desktop.

THINGS I HAVE TRIED
1) updating graphics drivers and mouse drivers
2) making sure the resolution is the same on all my displays and cs:go. (which it is 1920x1080 FOR EVERYTHING) the only answer I ever get is 'make sure the resolutions are the same' they are the same ffs.
3) reinstalling CS:GO
4) both checking and unchecking 'auto-arrange icons' on the desktop does nothing.
5) unchecking 'allow themes to change..' or something can't remember exactly but it doesn't work.

Here are the specs of my PC if that helps:
i3 3400 3.4gz i think
MSI R9 380 4gb
8gb of generic ram (not branded)
And my mouse is a corsair sabre RGB i think.

Yeah this happens to me alot while i play Dota 2. The mouse glitches out exactly like in those screenshots. I don't know for sure what causes it, but restarting Steam always fixes it. So far I haven't had any desktop icons arrange themselves. I would advise that you apply the default Windows theme and see if the problem occurs after that.

Maybe this is an issue specifically targeting Win10 users. Did this start happening after a specific event? Or was this the case from the very start?
 


Started when I started playing CS:GO around 8 months ago and I've had windows 10 since the release so I would not know if this is specific to windows 10. The issue stopped a few months ago. I think when my previous TV broke however returned around the time I bought a new one.
Do you have 2 displays?
This is the only possible cause I can think of as I do not change my CSGO settings ever and I don't think I've installed any programs for 2 years. I will test CSGO with my 2nd display unplugged as I had not thought of this as a possible cause until now.
