Love the Itx builds.
I have done several.
On the noise issue, that is under your control via bios fan controls.
Both have 92mm fans which can get noisy when they spin up.
Looking at each, it would appear that the radiator thickness and dimensions are about the same.
I might favor the id unit for having 6 heat pipes and two fans.
What will be the height available to you in the case?
76mm if the GPU is vertical, or 153 mm otherwise?
I have used a scythe big shuriken in a small case that is limited in cooler height.
There are several revisions.
It uses a 120mm fan which can move more air quietly and there is a fair amount of heat sink.

If you have the 153mm available, I would use a small tower type cooler that is more efficient.
Looking at the noctua cpu compatibility list for the 10400 processor, I do not see any noctua low profile coolers that will let you get full performance out of your 10400 processor.
The NH-L12s seems similar to the units you picked, and it is deemed marginally useful.
