I'd like to downgrade to Windows 8.1

I have windows 10 right now, which I upgraded to from Windows 8.1, and when I go to downgrade, it says to downgrade to Windows 7, not 8.1

It will probably downgrade to whatever you had. If you never had 7, I doubt it can downgrade to that. Let someone else chime it however as I am not sure.

No it was a fresh build with 8.1 as the first os

Actually if you think this is not possible. But if you are true then it is a rare bug. So my suggestion is that just go with it. Ultimately two things may happen
1. It'll revert back to 8.1(more likely)
2 or will try to go to 7 failing which it'll come back to 10. Contact Microsoft and tell them about the problem and you will be guided.
